AFTRCC Coordination Procedure

Failure to follow coordination instructions will result in the return of the submitted application to requestor without any processing.

(1) Normal Procedure

Complete the appropriate AFTRCC coordination request form: Form 87-1, for Telemetry or Form 87-2, for HF/VHF. An Experimental License or Special Temporary Authorization (STA) may be requested by a memorandum detailing the requirement, accompanied by an executed Form 87-T, Coordination Terms and Conditions. Please do not send frequency coordination requests directly to the coordinator; sign and mail the completed request form with check or money order payment to:

Credit card payments; sign and email the completed request form to: treasurer@aftrcc.org and be sure to include the name and phone number of the person paying in the email. The person paying will be contacted by the AFTRCC accountant for credit card information. Note: Credit card information should never be transmitted through email!

(2) Emergency Procedure

Emergency coordination requests, with prior authorization from the coordinator may be faxed directly to the coordinator and payment mailed immediately to the above address. Frequency recommendations will not be returned until payment is received. To expedite payment, please use Express Mail, a service of the United States Postal Service, as other carriers cannot deliver to a Post Office Box. Please check the "Waiver of Signature" box, sign the form, and call (316) 946-8826 to leave a message indicating that Express Mail has been sent.

(4) Fee Determination

If unsure of the proper fee, please contact the appropriate coordinator before sending the request. If an over-payment is received, the excess will be returned; If an under-payment is received, notification will be given. Full payment is required before the frequency coordination will be returned.

(5) Payment

Please make money orders or checks payable to: Aerospace & Flight Test Radio Coordinating Council (or) AFTRCC. Checks must be drawn on a US bank and be payable in US dollars. Visa or Mastercard is accepted as well.

The coordination fee is for the processing of the coordination request. It does not guarantee issuance of a frequency recommendation or a license.

(6) Aircraft Station Required to License HF/VHF Ground Station or Mobile

The purpose of Flight Test Ground and Mobile Stations is to communicate with properly licensed Aircraft Stations. Coordination requests for Flight Test Ground or Mobile Stations must include either the call sign of an Aircraft Station authorized for the same frequency(ies) or a coordination request for the appropriate Aircraft Station.

(7) AFTRCC Coordination Terms and Conditions

All requests for frequency coordination by Aerospace & Flight Test Radio Council ("AFTRCC") are subject to the following terms and conditions:

AFTRCC provides recommendations to the Federal Communications Commission ("FCC") for non-Government use of flight test voice and telemetry frequencies. AFTRCC's role is strictly advisory; in all cases the FCC makes the decision whether to issue a license.

Applicants are advised that no representations or warranties, express or implied, are made as to the interference-free nature of any given frequency or frequencies which AFTRCC coordinates, or as to whether any given frequency recommendation is best suited for the Applicant's purposes.

Applicants should also be aware that frequencies coordinated by AFTRCC are shared with other users; no one user is entitled to exclusive use of a frequency in any given area. Multiple users may be, and often are, licensed or have government assignments for use of the same frequencies. Hence, notwithstanding any FCC issuance of a license to the Applicant, transmission on any given frequency may be subject to day-to-day, hour-by-hour scheduling with Government Area Frequency Coordinators ("AFCs") or other agencies.

In return for AFTRCC's processing of the Applicant's request, the Applicant agrees to release and hold harmless AFTRCC, its officers, directors, agents, representatives, and member companies (and their respective officers, directors, employees, owners, and agents) from and against any and all claims, losses, liabilities, damages or expenses which may arise now or in the future as a result of the Applicants acceptance of AFTRCC's recomendation, or its use of the recommended frequency(ies).

Telemetry Bands Coordination Procedures 1435-1525 MHz, 2310-2320 MHz, 2345 to 2360 MHz and 2360-2390 MHz:
Important Note: AFTRCC recommends use of the 2360 to 2390 MHz bands for all telemetry operations required within the "S" band. Coordination for telemetry operations in the bands 2310-2320 MHz and 2345-2360 MHz will be on a secondary basis, and may require additional coordination with the Wireless Communications Service.
